Dharmendra Pradhan said the practice is a “well-tested arrangement”. (Case)

Union Education Minister Dharmendra Pradhan said on Monday that state governments should adhere to the practice of the governor functioning as chancellor of state universities as it is an “arrangement well tested”.

“Our view is that when this arrangement was started, education is such a topic, the stakeholders are very multi-dimensional, everyone should be involved. So from day-to-day administrative point, day-to-day policy day… he should be free from all pulling and pressure,” he told reporters here.

The arrangement is that the President of India should function as the Chancellor or Visitor for the National Institutions and the Governor should function as the Chancellor for the respective State Universities and this is a “perfect arrangement” and “ well tested,” he said.

“So local governments should also buy into this. They want to create political problems, it’s unfortunate,” he said.

He was asked about the replacement of the Governor of West Bengal by the Chief Minister as Chancellor of Public Universities and the hope that Telangana might also follow suit.

Pradhan was speaking to reporters on the sidelines of an event after the inauguration of three new buildings at the University of Hyderabad (UoH).

Asked about some states that are not implementing the National Education Policy (NEP), he said that the Center in a federal structure expects everyone to cooperate in the implementation of the NEP as published after wide consultation.

Observing that the NEP policy document talks about increasing the employability of students, he asked what is the objection of any government.

“The teaching, the method of learning, at the primary level, should be in the local language. Do they object to the system of local language pedagogy in their state? It’s up to them,” a- he declared.

“We want to prepare our students for the global marketplace. The NEP is a 21st century document. There may be a miscommunication. I’m ready to chat with everyone,” he said.

He said he expects, sooner or later, everyone will come around to the idea of creating a new knowledge-based society in the country, the responsibility of which is not only for the country. but from a global perspective.

Pradhan inaugurated the Center for Digital Learning and Training Resources, the School of Physics and the School of Engineering Science and Technology at UoH.

Speaking at an event after the inauguration, he said links between universities, policymakers and industry can create global models that will lead to greater benefits for society.
